Community coalitions are developing in many fields including substance abuse, health and other areas.  
The most effective strategies are those that are developed and implemented through collaboration among
coalition members.

worth the cost.

Environmental Strategies can be an effective approach to prevention if they are implemented using
an
Environmental Analysis and Strategic Planning model.  This introduction provides such a model.

from the May 15, 2009 conference on teen pregnancy prevention.

Wine is not the answer...New York State has proposed allowing the sale of wine in grocery stores.  
The measure has been debated as an economic issue and the public health consequences have
been largely ignored.  A recent
review of the public health consequences of increased wine sales
was prepared for  publication in a local paper and as a letter to Gov. Paterson.

Free Character Program increases children's self-efficacy.  Evalumetrics completed a second level of
outcome study for the
Prisoner of the Truck Foundation - Yes Pa Program.  Results indicate that the
Yes Pa curriculum followed by either a live presentation by Fred or the new Yes Pa Video have
significant effects on students' sense of self-efficacy.  The study involved approximately 1,000
students in eight schools.  A full report is now available (

What Is Evalumetrics Research? -

Evalumetrics Research is a private, independent research consulting firm providing
evaluation and strategic planning services to a variety of public and private organizations
addressing prevention of substance abuse, violence, or other social problems.  
Evalumetrics also conducts evaluations of education, criminal justice, public health and
mental health prevention, intervention and treatment programs.  Because Evalumetrics is a
small business, planning, research and evaluation services are offered at a fraction of the
cost of most large consulting firms.

Rob Lillis, who is President and primary research consultant for Evalumetrics, has over 35
years experience in the substance abuse, character education, youth development, public
health and preventive medicine fields.  

Youth Development and Character Education -

Yes Pa Character Education Program - Currently, Evalumetrics is conducting evaluations of
innovative character education and youth development programs in classroom,
after-school and juvenile corrections settings.  Evalumetrics is working with the
Yes Pa
Foundation to establish its "Yes Pa" character education program as a "science-based"
program meeting criteria of the
U.S. Substance Abuse Mental Health Administration
(SAMHSA).

Mentoring Programs - An outcome study of School-based Mentoring, conducted for Big
Brothers and Big Sisters of Greater Rochester and the Partnership for Ontario County,
helped establish the project in nine school districts.  Results of the study were presented
at the 2003 National Prevention Network Prevention Research Conference as well as at the
14th Annual Prevention and Early Intervention Forum in Wilmington, Delaware (May 2004)
and at the Illinois State Prevention Conference in Chicago (June 2004).  BBBS of Rochester
recently received a major grant from the U.S. Department of Education to expand the
school-based mentoring program into additional schools and to coordinate mentor
recruiting and monitoring with the
Partnership for Ontario County Service-learning Through
Recreation Education And Mentoring (STREAM) Project.


Marcus Whitman Schools - Environmental Classroom Opportunity (ECO) - The ECO program is
an environment-based education program for 6th and 7th grade.  Students attended all classes
at the Cumings Nature Center and study environmental issues integrated into every subject.   
Evalumetrics conducted an evaluation of the impact of ECO on academic performance as well
as on risk and protective factors, knowledge of the environment and attitudes toward
environmental issues.

Substance Abuse Prevention-

Partnership for Ontario County - Since 1996 Evalumetrics Research has provided planning,
program development, grant writing and program evaluation services for numerous school
and community-based substance abuse prevention initiatives in Ontario County, New York.  
Projects include the Drug Free Communities Project;
School-based Mentoring Program;  
Project STREAM; implementation of Life Skills Training (LST); Youth Court and; Project
Citizen.  Evalumetrics also provides the
Partnership with technical assistance in strategic
planning.



Evalumetrics has conducted evaluations of school and community prevention programs for
the
Allegany Council on Alcoholism and Substance Abuse (ACASA).
Evaluation of Life Skills Training in Allegany County 2007 documented positive impact on
substance use.

Criminal Justice and Safety Programs -

Drug Court - Process and outcome evaluations are currently being conducted for several
intervention programs including Finger Lakes Drug Treatment Court and the Ontario
County Juvenile Drug Treatment Court.

School Resource Officers - Evalumetrics is conducting an outcome study for the School
Resource Officer
(SRO) program at Marcus Whitman Schools and Midlakes Schools in
upstate New York.

Youth Court - Evalumetrics has conducted evaluations of the Ontario County Youth Court
for the
Partnership for Ontario County, Inc.  Findings can be found on the Youth Court page.

Strategic Planning -

Strategic planning projects including: comprehensive needs assessment, resource
assessment, gaps analyses, project development and process and outcome studies have
been conducted for community based prevention organizations such as the
Partnership for
Ontario County, Allegany Council on Alcoholism and Substance Abuse (ACASA) and the
Council on Alcoholism and Addictions of the Finger Lakes.

Available Services -

Evalumetrics provides personalized services including project development, grant
preparation, data collection protocols, database development, analysis, report and
presentation writing and policy development as well as training in evaluation for program
staff and administrators..

Evalumetrics has provided logistical and analytical support for the Student Risk and
Protective Factor Survey.  The survey has been conducted in school districts throughout
the Finger Lakes and Southern Tier of New York.  A sample report is available by

Philosophy of Evaluation -

Evalumetrics Research believes that evaluation should be an integral part of all programs
and as such an evaluator should be involved from the very beginning of project planning.  
Programs structured to allow for a solid evaluation are designed better and have a far
greater chance of receiving funding and long-term support. The evaluator must work
cooperatively while maintaining independence.  Solid evaluation is critical to quality
programing, accountability to funders, and accessing scarce competitive funds.

Cost -

Evalumetrics believes that quality evaluation does not have to be expensive.  Programs
interested in integrating evaluation into a new or existing project can contact Evalumetrics
for an initial no-cost consultation.  If a project is being developed that requires a proposal
for funding, Evalumetrics will generally offer technical assistance in preparing the proposal
at no cost if there is an adequate evaluation component.  As an independent small
business, costs for services from Evalumetrics are considerably less than from large
research firms
